NOIR Consulting has more than a decade of experience in public policy and education research and analysis. Our work focuses on making complex data and public policy accessible to the general public. We act as interpreters of complicated subjects, operating from the belief that anyone can understand anything if it is explained in the right way.

Education Analysis

We have a decade of experience in the K-12 public education landscape. Our work includes comprehensive data and policy analysis of New Orleans’ public schools, helping to create a database of public school superintendents in the country to showcase gender and racial inequities, and reports on special education. We have also worked on visual and written reports for Pre-K education.

Public Policy Research

With experience at public policy think tanks like the Cowen Institute and the Bureau of Governmental Research (BGR), as well as directly working in New Orleans city government, NOIR Consulting CEO Vincent Rossmeier can offer a unique perspective on the intersection between policy and the real-world.
